I dunno what the thresholds are, but if (for example) the cutoff is 50% need to vote for overturn, then if the vote comes back at say above 40% but under 50%, the original mod should have to give an explanation. Perhaps also go back to allowing - but not requiring - it at the moderator's discretion.
