my friend got locked out of his new apartment yesterday bc the digital lock didn't work. he rang their emergency number 3 times but the guy was on nyquil and didn't respond. Do you think the apt should reimburse him somehow? he couldn't get in overnight

Yes, I believe that's reasonable grounds for some sort of reimbursement. Your friend was significantly inconvenienced and it wasn't his fault.

Yeah, I doubt he'd get much. And it wouldn't be worth the bad vibes the landlord would have towards him for taking legal action. I would just take it in stride and have the landlord 'owe me one'.
