The study found the housing crisis is far more difficult for the working poor in California, and particularly in the Bay Area. A typical Bay Area renter would have to make between $45 and $68 an hour to fit an apartment safely into her budget and still have enough left over for living expenses, according to the analysis.
The study assumes a worker receives at least the $14 state minimum wage, and in some cases the higher local minimum wage, and a 40-hour work week. Fair market rents ranged from about $2,400 in Oakland to $3,050 in San Jose and $3,550 in San Francisco.

This. Rather than try to fit an infinite number of people into one, extremely in-demand area, you should encourage expansion out into other areas where cost of living is significantly lower. There's no solution to Bay Area cost of living that will actually fix the problem because anything you'd do to increase supply or decrease cost is just going to further balloon demand and you'll end up right back where you started.

I wonder how many are actually paid minimum wage though. My understanding is that SF companies pay more than typical due to the higher cost of living. Also most dont live in the city but commute to it. Though its a shitty commute for sure.

According to NPR, the places you can afford a not-shithole place on minimum wage are essentially nowhere.
