This is what "decisions, not options" just does. Windows should have been a simple kernel with a fuckton of add-ons, instead of various superfluous components always running and "deeply integrated" with the OS for no good reason.
Printer Spooler shouldn't even exist until specifically loaded, but it's always there, just waiting, with open ports all over the place. ... Copied to Clipboard!

Much like anything else, there's some sort of 'warden' service that "helpfully" turns it back on; updates that "helpfully" recreate the folder if it's been renamed, deleted, or even write-protected; and registry keys that constantly change and move around. ...
