I've seen her in a few team up things and remember her very briefly from when I used to read Post-Crisis Superman stuff way back in the day.

Why does she have a boob window on her costume?

Like out of universe it's because comic artists are horny loners, but in-universe is there an explanation for it?

I think it's because she tore the symbol out of her suit because she wasn't sure she was up to wearing the S.

The reason she formally gave was because she didn't initially feel like she had a good symbol or identity so she just left a hole. Over time, she just rolled with it because Peej is nothing if not incredibly self-confident.

As to who is Power Girl. Long story short, she was the Kara Zor-L of Earth 2. She was one of the very few survivors of the original Crisis of Infinite Earths. Though it took several years and backstories before they (re)settled on that origin.

For further reading I would recommend the late 90s JSA series and later her own series of the late 2000s.

In universe reason which is essentially a retcon is that she wanted her own identity different from the El family but couldn't think of anything so she left a hole there.
