Yes and no, in spanish, stuff that ends in -ito, denotes that the thing or quantity is small or little.

So if a person is called a negrito, and is of black skin, it can be interpreted as minimizing and reducing their being.

But yes, most people in the spanish speaking world, at least in Mexico, and by your account, in Honduras use the term negrito in the endearing way you mention, it's never meant as an insult, even though it can be construed as such in the way I mentioned.

On the other hand, calling someone negro or negra (masculine/feminine) is pretty much just calling someone black, much the same way as in the english speaking world.
