ZTD had a tiny budget, the team wasn't well-established and hadn't worked with 3D models before, the development cycle was less than 2 years, and it had to follow up on the promises VLR made (which may be on VLR, but ZTD's original development being killed was definitely a factor), and the fan confusion on Another Time certainly didn't help.
