A lot of planets probably only have a handful of settlements

Sci-fi planets aren't as complicated as Earth! They have one (maybe two or three other settlements that are very similar) settlements and the rest of the planet is just whatever the theme of that planet is and isn't relevant. Simple!

This is a general problem with sci-fi as well as each planet having a more monolithic culture. Well lets be fair. Sometimes a planet also has a gang of pirates or raiders who have no other motivations. Maybe sometimes there's some sort of native alien species who seem bad but they actually respect the land!
