The main hook is the gambling/vendetta system, where you form rivalries with other racers in your league and bet on your races on whether you will win or not. You can lose your car this way. you can buy new cars and customise them but you dont have to customise them. Its terrible and you just unlock cards randomly that give you upgrades. I assume it was made to sell loot boxes but I didn't try it till recently and I'm not sure on that.
