DBZ ruined anime by giving linear power scaling. I like how in One Piece for example, there isn't a linear power scaling.

IIRC it's a case of Yusuke's potential is higher than his, but in the moment no, Yusuke is weaker.

Also the fact that the different forms of Sensui have different power, or at least use his power differently. I'm sure some of his forms can't access his full power.
