My local mall is, although a lot of the other stores are still closed with limits on how many people can be in the store at one time, and the grocery store is separated so you can only go in from the one entrance.
I'm also in Canada and we're doing way better than the States so your experience may differ. ... Copied to Clipboard!

I'm in AZ and malls are open but operating on reduced hours, opening around noon. However only about half the stores actually were open when I went, so it seems like it might just be up to the individual retailer.

The county near me had a dead mall mostly closed and a supermall mostly open.
