The paintings were supposedly worlds given form by the Power Stars, yet Whomps Fortress is in a Galaxy game.
With Odyssey showing paintings can teleport, it's possible all those locations just exist.
Though Peach's slide is in a void with 2 power stars, so maybe some are original worlds.

Also shows only 2 stars are needed for an extra dimensional space.
Power Stars are equivalent to moons in Odyssey, and you collect like 999 of them.

Well, that was Toad saying his friends are trapped. I don't think he was referring to the paintings, as Toads aren't found in a single world, just castle.
Either he meant the Toads couldn't leave due to magic, or they were literally trapped as bricks in the wall like Bowser did in Mario 1. I'd go with the first one.
