In theory they do since they are the first line of defense when it comes to situations like this if someone is not a CCW holder on scene.

Police need to outpace criminal technology and weaponry. Police need to be able to combat any deadly situation they come across. If police had been authorized to carry larger arms back in the day the North Hollywood shootout would have ended as soon as the two hit the parking lot. Don't forget cops have gone up against tanks and bullet proof bulldozers on American streets. Luckily both of those situations were ended by stupid moves by the operators.

Call in national guard then. Police being militarized against the citizens they are to protect is what is causing this whole situation.

You can call the National Guard but you are going to be waiting for awhile. When situations are taking place such as I mentioned before every second counts.

So the shooter has been identified as 31 Louis Lane and he had been fired from the distribution center about a year and a half ago. I am guessing something recently made him snap and he lashed out at something that he perceived that had hurt him.
