it depends on the circumstances if they classify pokemon go as a walk (biggest worry is keeping your distance away from others).

1. they have increased quantity and variety of spawns
2. There is a 1 time 30 incense pack for 1 coin. That is 180+ spawns.
3. Online battling is a thing with battle league and some legendary Pokmon are avaible to catch as rewards
4. You can hit stops as a passenger like I do when I transit to work.
5. Depending on the area it may be safe to take a walk if you ignore crowded areas and make sure to not come within 10 feet of others. Depends greatly on your area naturally and dont do so if anyone in your household as Coronavirus or any symptoms of coronoavirus or if your jurisdiction has a shelter in place or similar order in place.
