Im sure their AI is the same, but it also looked like they were reacting differently to being shot this time around. All of the reused stuff seems to be in project resistance. RE Engine + reused Raccoon City environments probably sheds half the time to develop so they can focus on cutscenes and new animations. The Nemesis system is probably the same too which is fine because RE2's was exceptional.

So thats potentially 4-5 years between BotW and its sequel. Nintendo did a similar thing with TP when they delayed the GameCube version a few weeks after the Wii version came out. --- You enjoy teaching high schoolers, and I'll enjoy creating my crappy manga.
