The Saturn was big in Japan.
If you found numbers between different regions it would probably look more like what you'd expect.

The Saturn had burned up whatever goodwill Sega had by that point.

People didn't know if the Dreamcast was going to be the next big console or if it was just going to be another gimmick like the Sega Saturn, Sega CD, or Sega 32X. They didn't want to spend their money on something that Sega might be quick to give up on; especially with the PS2 having already been announced by this point.

The Saturn itself commanded too high of an initial price tag and didn't have enough games. Sonic himself never received a proper game on the Saturn. Why should people trust that Dreamcast would bring back all of their favorite IPs and usher in a new wave of third party support? How many Gamecubes would Nintendo have sold if Mario Kart 64 had been the only Mario license on the N64?

Dreamcast wasn't killed by piracy. It was killed by Sega's bad decisions made before the console was ever released.

The Saturn wasn't a gimmick. Also, Sonic Adventure was a DC launch game.
