So, for most of those 2 films, there is no proper army of the Republic. I suppose they had police, private security and (obviously) the Jedi, but no actual army. The army is officially started at the end of Episode 2, even those the clones were being "bred" for a long time before that. But, if there were no soldiers, why did the Republic have a bunch of those massive destroyers? I can't remember the name, but the red and white ships. Wtf?

They did have an army and Tarkin was a part of it. It just wasn't that big.

Seriously? And Tarkin was around in the prequel trilogy? And if it was a small army, why did they have a substantial number of massive warships?

They had more ships then active soldiers because they probably down sized the military personnel but kept the ships everything else from the last big war.

They expected future wars to be fought in space, not on the ground.
