When you cash in a ticket, the computer just uses the scan code in the bottom corner of one of the tickets, scratching them off is just for people. If you scan it first you know the winners and can keep them for yourself. You know, if you're an asshole.

The barcode you scan to see if it's a winner is underneath the scratch off ink. Or at least it is where I'm from.

You have to scratch it off, but it's not part of the normal scratch off playing field. You can scratch it and unless somebody has worked at a place that processed lottery they probably wouldn't know.
