Yes, but this is apparently at the top priority of the Jedi High Council. Would they not have the power to summon all or some Jedi that had this power? I'm not aware of anything in the Disney canon that says Quinlan Vos wasn't a Jedi at this point, so they could have summoned him. He is shown to have been a Jedi in the Clone Wars and uses this power to his advantage during that war. And Obi-Wan is already aware that he has it in the War. And, if it is so rare, then it should make any with those powers notable, and fairly easily contacted and summoned before the war.

The explanation in the previous post makes more sense to me. Maybe they did try it, but it yielded no results.

So we know that different Jedi are better at different things
And we know that the Jedi in the Republic had slowly lost their touch where they were teaching the same stuff Yoda had learned, their powers weakening from the Dark Side influence, and then become stuck in the Clone Wars

So it doesn't seem that crazy to me that it was rare in the past. A jedi would have to know about it and also be decent at it to even begin learning. Think about Force Ghosts, Qui Gon managed to figure it out but even he didn't completely finish it before death
Now add in Rey who happens to be good at it and learned about it from the Jedi Texts. Then Ben, who as a Skywalker has a natural inclination towards being good at everything, learned it from his unique bond with Rey.

but it is telling that nobody ever had a problem with it existing in the old EU

Well back in the old EU it was anything goes. Why care about Force healing when Starkiller is literally pulling star destroyers from the sky?
