If you take the money, every time someone nearby thinks something and another person nearby would take offense to the thing said in a racial manner and is a member of class that would take offense, then the nearby offended person read the thoughts of the person who has the thoughts.

Examples:
if someone thinks a racial slur, members of that racial group can hear the thoughts
intent of the thought doesn't matter, if the party would take racial offense to it e.g. in a low light situation thinking "sure is dark in here" isn't racist, but if someone darker than you nearby would take offense if you said it, they can hear it.
if someone has a racist thought around you but you are not a member of that group, you can't hear it.

Under no circumstances does the ability to hear the thoughts hold up in court.

Where's the downside?

Well, my assumption is that there are more racist people than are explicit about it. Since only the negative is beamed into people's heads and only what they find offensive is beamed into their heads, I think eventually, that will cause offended people to start stereotyping others and finding more stuff offensive, reinforcing their believes.

eventually i think this would lead to a significant increase in racial tension and racism.

I dunno, it'd have to be a much much bigger money deal for me to take it and live in seclusion.

I don't see a real downside to taking the money, especially if we're a person of color. We deal with racial bs every so often, what's different about the occasional person thinking something racist out loud? And I imagine more people would try to keep it chill in their minds upon realizing what's happening.
