how would academic rigor factor in?

That's not really a joke either. Guaranteed if there was free college, the schools with a history of successful sports programs would get the most funding.

I think we should probably just cut all jobs at every Uni that could be completed by a well organized website or a python script. Then a uni would be dirt cheap to run, and there wouldn't need to be q's like this.

Naw, the professors and other assorted teaching staff are certainly not the bloated part of the university. It's the thousands of administrators all on salaries certainly higher than your average TA or adjunct.
