Get a nice Hyundai for around $5,000. 2012, no accidents, basic features, 100,000 miles, 30 mpg.

Both, at dealerships if you wait at the end of the month they'll be desperate to get rid of old stock so you can get cars for cheaper. Especially at the beggining of the new year

you'll probably have better luck looking at private sales at that price point, dealerships will have too much markup

Dealerships are safer in case you get a lemon. You can always check out Carmax to see what they have to offer.
At my dealership, all sales were final.
