This is just a way for Tesla to get a crowdfunded loan. With the tiny deposit and ability to fully refund it, made the barrier to entry virtually nonexistent.

I'm 100% convinced all they did was strap some motors to their "skateboard" (it's a generic chassis with some electric motors they could slap virtually any body on).

It's a fugazi to stir up optimism to the company could look good to banks so in addition to the money coming in from deposits, they can get an actual loan from banks. I wouldn't be surprised if they just keep pushing the release date further and further back, then just canceling it altogether.
