We're looking for all cases except both fail, so the easy thing to do is find the probability that both fail and subtract it from 1.

1-.35 = .65
.65*.65 = .4225
1-.4225 = .5775

Assuming this is a straightforward math question, 57.75% is correct.

However, I'm going to assume there are shenanigans at play and say 100% because the wording says "Paul does an action" rather than "Paul tries to do an action." It sounds like you're saying Paul has already succeeded at doing the thing with a 35% chance of success twice.
