As a police officer you should at least be able to empathize with someone having to wait 45 minutes for you to show up after they've been beaten and robbed. You apologize, even if it wasn't your fault. This cop chose to escalate to unnecessary force. I said about 20 mins or so it took me ten mins to find someone to use a phone. One of the cops said you couldnt call quicker? I looked at the other cop like is this guy serious?
