I'll discourage picks if the great level is just the first level/area, but not disallow it.

This is a difficult topic. It assumes someone would play a bad game long enough to come across a good level in the first place!

I come from an era where a person would beat a game they don't like anyway in order ot justify their purchase.

We weren't so bourgeois with our gaming.

I was lucky that most of the games I owned were ones I liked. Adventure in the Magic Kingdom and Jurassic Park on the NES were the only crummy games. Any other games I disliked were rented and never again.

The only game I can think of at the moment is The Powerpuff Girls: Mojo Jojo-A-Gogo on the GBA. Yeah I should have known better trying to get any enjoyment out of this game as a grown adult but I was a big fan of the show as a kid. Plus, it was a horizontal shoot 'em up! Those are always fun... right?

Well level 1 was a big ole bore. Then levels 2 & 3 show up and they're... not bad? Yeah. They're not bad. I rather liked them, actually. It really made me think I may have found a... well, not a hidden gem but a game that was at least a bit better than people could usually expect. Then the rest of the game's level design goes down the crapper. As if the designers got tired of trying to come up with decent enemy patterns and went "Eh screw it. Throw some crap together for the rest of the game. The kids will still get their parents to buy it anyway." Just what to expect from licensed games, unfortunately. Oh well.

I'll try to think up some more games like this one when I'm not feeling exhausted.

I don't think I've ever played a bad game with any great parts. The closest examples I can think of are

Gravity Man's stage in Mega Man 5 for NES. (Otherwise the game was just average for a Mega Man game.)

All Aboard the Terrain Train, one of the bonus levels from Yoshi's New Island. (The game got some bad reviews, but I think it's just bad compared to the original Yoshi's Island, not bad per se.)
