They are completely authorized to ram your vehicle out of the way if they need access to that hydrant and you are parked within 15 feet of it. I'd assume that would be followed by a fine, and likely payment for damage to the vehicle that had to ram your car out of the way. When it comes to stuff like this, it's best to research the basic laws in your area so you know in the future and can avoid an issue like this, even if you were honestly ignorant to the details of that particular law.
