It's not a sunk cost fallacy more than a marketing ploy with a false premise to begin with. It was pretty clear to anybody that the wall wasn't gonna happen, and people just liked the idea of a guy giving off the pretense of wanting to maintain homogeneity.
Sunk cost fallacy in this case would've been if like the wall was already started with deflating motivation and inadequate funding, and they've progressed far enough that the funds are already running out --- "Iwata was awesome" - Mr. Nintendo https://i.imgtc.com/7dRrfE1.jpg ... The Sunk Cost fallacy is when one has put a lot of resources into an unsuccessful venture, and keep going trying to finish it, reasoning that if they don't, everything they put into it would be wasted. Usually this just leads to even more being wasted on it, instead of just pulling out and cutting their losses. --- "I'm the straightest guy on this board.
