Have you ever used Little Mac?

Even then, if he doesn't take enough damage he CAN recover, especially since now his side b doesn't put him into free fall. I seem to remember hearing that this fact, combined with directional air dodging, makes his recovery game a lot better while still being complete shit.

It's just that the damage needed is a LOT lower than someone with actual recovery options.

i was playing ping pong with k rool as bayonetta, every time i went for a strong attack he's super armor it and the regular attacks weren't enough to throw him off the edge because of the busted recovery

it was a really bad matchup

Projectiles tend to go through his propeller pretty easily, so characters like Peach can just pelt him. If you can get beside him he has no protection whatsoever and he can't control his trajectory nearly as well as characters like Villager or Duck Hunt, nor can he cancel out of it with an attack like Snake can, and if he tries to land on stage he has around seven years of landing lag so going to the edge is his only option. It's good, but predictable, and some characters can exploit it hard.

Anyway, I like him having a good recovery, it's about time more heavyweights actually got to live long instead of it being a Dedede thing. Smash has always been weird in that heavyweights supposedly get combod easier in exchange for living to higher percentages, but then they get shit recoveries that mean they actually die early, so being a heavyweight tends to just mean "in exchange for being bad at one thing, we'll make you bad at other things too", especially since Smash heavyweights usually are also full of things like poor mobility and slow, laggy attacks. Kind of nice to see heavyweights are finally starting to have some legitimate strengths.

Just fucking hit him from the side or below. The only people who complain about it are ones who try to get above him and spike him.

That propeller covers his head, but leaves the rest of his body exposed

I think he is meaning that K. Rool can recover from anywhere, if he is given the chance, he will. Where as other characters have certain angles that they simply cant recover from, such as Donkey Kong.
