I get that, but that didn't stop BP from both participating in it and reaping the benefits, and then agreeing to it again at the risk of the collapse of the entire kingdom because everyone else was like "*shrugs* those are the rules". At the end of the day, it's still a monarchy. Take out the combat, and now it's just one determined by bloodline rather than combat. If I had to guess, he was created as a one-off generic bad guy that either ended up drawing fans or some other writer took the character and turned him into one with depth.
