Consider the visuals, design (architecture, clothing, landscapes etc.), the lore, worldbuilding, characters, game mechanics and any other components that do an excellent job of getting the high fantasy setting right.

I was thinking about this, but is The Witcher 3 really high fantasy? It's more dark fantasy than high fantasy.

Depends on how "high" you want to take your fantasy.

I think monster hunter does a pretty good job of BTB dungeons and dragons style fantasy where you get a party of some adventurers and go kill various monsters and occasionally a giant boss or two just for loot and no real other reason. The art is a little wacky but that's online RPGs for you.

Kingdoms of Amalur did a pretty great job of presenting us with more of a classical fairy tale style with their art and the Summer / Winter houses. Like a mix between Celtic / Germanic folk lore and Grimm Fairy Tales.

Overall, I'd give the edge to Warcraft 3 / TFT for basically mixing in all the best shit from Warhammer with some of the classical ideas of High Fantasy.

Baldur's Gate 1 and 2, Icewind Dale, Neverwinter Nights, Heroes of Might and Magic etc. on PC

Outside of traditional D&D-based WRPGs though, Final fantasy 9 is pretty high fantasy

All high fantasy means is that it's not set on our world. Harry Potter would be low fantasy.

It's fantasy that's most enjoyable when you're high.

I played FF9 high and it was an amazing experience, so I say FF9 nails it
