In the world of marvel doom has actually successfully taken over the world and even brought world peace. And this is all on a world with a bunch of super villains and heroes. He stopped because he got bored. Wasnt thwarted or anything, just got bored. Honestly if you want to learn more about him read one of his wikis or watch a youtube video.
