In TNG the characters were just vessels for the story, whereas in DS9 the characters were the story. Also it's basically short stories (TNG) vs a novel (DS9). --- Bears are my spirit animal. "You have to incorporate all of these other personalities plus a bit of the last actress plus this new character and give them emotional depth within the context of a family dynamic that you also have to make believable in light of all these things conflicting inside the character."
