Pastors have a habit of being concerned about the 'unsaved' who have committed to membership but wish to believe. Admittedly, they sometimes (for many, often, admittedly) use the verses about 'believing or else' as a scare-them-straight tactic into being saved. What's interesting is that this is even done in churches in which double predestination is taught (the belief that God chose his elect in his advance, and we have no ability to accept or reject his offer, even if it appears that we do).

Edit: With that said, in double predestination churches, not believing is viewed as being equivalent to as if one rejected out of their own free agency. The way a reverend has explained it to me is that since he does not know who is saved and God declared the Great Commission, he is obligated to view things this way.

Some Bible translations (like the King James Version) translate word-for-word from the original languages. Others like the New International version (which is my favorite version because it's a mix of word-for-word and thought-for-thought translation) try to translate thought-for-thought.
