It seems like the current system gives them incentive to hide and not seek help, which is dangerous to society. On the flipside, if a guy confesses to being attracted to children, should he be put on a watch list in case he does offend?

They haven't committed any crimes so you can't charge them with anything. I don't see how you can't think that putting them in rehab isn't much more productive than simply putting them on a watchlist or something. There are already enough violent and murderous people that the police don't have enough resources to check on the watchlist anyway.
