He has had a history of trying to use monsters/God creatures that betrayed him but beyond that nothing really stands out as incompetent. That's not really Lex winning. Doomsday won. Lex now has a bigger problem on his hands. He took over the World teaming with Infinite (mostly to get rid of Sonic) but I mean his army and resources allowed him to conquer in 6 months and the resistance doesn't do very well without Sonic.
