Yakuza 0 is 1988.
Yakuza 1/Kiwami open in 1995 then jump to 2005 due to prison shenanigans.

Majima isn't a villain per se in Kiwami, he's more of a rival type character. He just really likes fighting Kiryu, jumps him after he gets out of prison, goes "Man you suck now, I gotta help you out!" and then proceeds to stalk Kiryu throughout the game continually jumping him to make him stronger. It's how you level the Dragon fighting style in Kiwami. He'll jump out of trash cans, traffic cones, sewers, disguise himself as a hostess, anything to get the drop on Kiryu.

He was more of a clear cut villain in the original Yakuza 1, though.

do you ever play as majima again, i liked his half of the game

Basically he's whipping you back into fighting form because those 10 years in prison made you rusty. He wants you to beat him when you fight because that means his plan is working.

Also you don't play as Majima in Kiwami but there is a side-story thing for him in Kiwami 2, forget when but beating certain chapters of the main game will unlock the 3 chapters of Majima's story from the main menu.

that's one thing I didn't like about Yakuza 0 - in the previous Yakuzas, it made it seem like they had this long history together, but they only meet by chance on the street by the very end of Yakuza 0, and seem to recognize each other

edit: I guess they could have met somehow previous to that cutscene, or got to know each other between then and Yakuza 1
