I can't think of a single cable show that has ever shown a rape, and cutting of Ricks hand but would be a huge strain on their budget. Plus I remember reading Rick's hand was the biggest regret Kirkman has within the entire series.

Cutting off Rick's hand would have been such a huge filming inconvenience too. That's be 6 or however many seasons of him wearing a green sleeve. I'd quit after one season.

I think they skipped the Governor raping Michonne because they were trying to humanize him a little.

Which, like the parents in the Runaways Hulu series, made him a worse character.
