My understanding is that an otaku is someone whose life primarily revolves around their interest (which doesn't necessarily have to be anime or games but it often is). They spend most of their time/money on it. I don't think many people who call themselves "otaku" actually are since it kind of morphed into a synonym for "anime fan".
