Possibly a cartridge size issue, and technical issues. A lot of stuff was cut out, and it would only have up to 3 enemies on the screen.

I would say that it was a combinaton of cartridge size and short developing time.
It exist remains of 2-player codes in the game, and the sequel had 2 players.
