There are secrets upon secrets a SHIELD director has access to while every POTUS is oblivious to them. Yeah, not only is Osborne not nearly as intelligent, but he's got Green Goblin holding him back. He was in charge of HAMMER, which was basically SHIELD. That's the most power he ever had I think. And eventually he couldn't contain his Goblin side.
