Because rape culture is very prevalent there. When a woman is raped or sexually abused, she is told it's partly her fault. They have a saying that goes "it takes two hands to clap" which means the blame is partly on the woman.

How can things change?

An idealist would make it so that anyone found guilty of rape of any kind will carry the maximum prison sentence, or death in hopes that it will serve as a deterrent for future rapists. Unfortunately, it seems India is in no rush of cleaning up their image.
