He was pretty terrible.
Billy does a really good job with a more fleshed out version on that Hulu original show he's on. He has all of the weird anger but there's a build up and he's also in general kind of a dick. I didn't like him at first but he grew on me after time. Jean-Ralphio and his sister were the worst, they never really grew on me.

Jean-Ralphio was a great foil to show Tom's growth over the seasons. Tom went from going along with Jean's schemes, to proposing the schemes, to running a business with basically in spite of him, to abandoning him entirely because he realized that Jean was a dead end.
