I've come across a lot of dogs randomly in public, at friends house, etc...never been mauled. i know its a possibility but by your logic if i go into a friends house and his dog walks up to me I should be legally allowed to shoot it instantly because it might maul me...should we make that a law?

a vast majority of the time the dog isn't just "walking up" to the person. besides i wonder how many of those dogs "just walked up" to the mailmen?
