Going 65mph while the average speed of traffic is 70 is actually putting other drivers in danger because you're technically a road hazard that other people have to navigate around. Outside of school zones, posted speed limits aren't hard limits. They're more like suggestions.

Keeping up with the average speed of traffic is actually relatively safer.

If the flow of traffic is 80 and the speed limit is 65, you are required to keep with the flow of traffic.

Not exceed it, not be slower than it.

If the speed limit is 65, I'm always going in between 65-70 and have been for decades and never been pulled over for it. I would think anything over 70 in California highways is considered speeding.

Correct.

On the same side of the coin, if the traffic is moving at 45 mph in a 65 mph zone, if you are going 65 mph you are putting everyone else in danger.

Thats what the passing lane exists for passing drivers who are driving under the speed limit.

Going 66 in a 65 isn't a crime, either. Speeding, to a certain extent, is a civil violation, not a criminal one.

Becoming a road hazard by driving too slowly is also a civil violation, thus you can be ticketed for it.

There's a difference between a civil violation and a crime.

Speeding (to a certain extent), parking in a handicap spot without a permit, remaining parked at a meter beyond the time you paid for, and driving the wrong way on a one way street are all civil violations, not crimes.

Civil violations don't go on your criminal record.

There are also a lot of places where it's illegal to eat anywhere in your house other than the dinner table. So whenever you are munching on chips sitting at your computer desk, you might be violating a city by-law or an environmental law or other.

Pretty much everyone on earth breaks the law many times each day. It's just the way it is. Speed limits are just a more commonly known example of this.
