Well if it rolls over and adjusts for inflation...might be worth it. Eat frugal most the year(Oatmeal, Ramen, Bulk rice/cereal, bannanas etc.) than pig out on a handful of occasions.

Neither did I. At a few times throughout my life I've had (or lived with people who have) a small vegetable garden and maybe a fruit tree. Now obviously that alone isn't enough to sustain someone, but someone on a "$20 a week for food limit but otherwise pretty much infinite money, and growing your own food might be a useful loophole" would likely upgrade far beyond that scale.
