Best: GTA: San Andreas, Zelda: BotW. Plenty to see and do.

Worst: MGSV. Boring. Repetitive. Served little to no purpose. And this word gets thrown around a lot, but Id say MGS V is one of the few open world games where empty fits quite well.

A lot of people love Arkham City, and while I thought it was a pretty good game overall, the open world was absolutely terrible.

Yeah, it was kinda fun to zip around the city, but the world ultimately felt soulless and barren to me. Ultimately I found Arkham Asylums smaller, more intimate setting to be vastly preferable.

Thats fair. I felt City was still small enough that it wasnt a huge issue but I definitely see what you mean, especially post game.

best is probably skyrim for making me want to keep exploring, most shacks and caves had a small narrative to them making the world feel rich

dunno about worst, maybe mgsv because the open world didn't really have a purpose

Yeah Fallout 3/NV did similar stuff. I definitely appreciated the extra effort they put in.
