They're not fireballs, they're bouncing balls.

Also, because they couldn't get the physics for the traditional fireballs right. The same reason the "Koopas" explode after being jumped on instead of being able to kick their shells.

I kinda liked the bounce mechanics in Super Mario Land. I wouldn't want it that one in the console series, but I think that should've carried over into the second handheld game.
