Depends what you want.
Picard is by far the best diplomat. Sisko will win your wars. Kirk is the guy you want exploring. Janeway is the one you choose if you want an inconsistent near-sociopath with a superiority complex. I like Janeway the best because she has to make decisions without a safety net. Yes, she can be pig headed at times, but she has the highest stress inducing situation to deal with and still makes the majority of correct decisions.

Toss up between Picard and Sisko. I recently rewatched DS9 so my vote goes to Sisko this time.

I always choose Janeway just to troll.

Picard is a cut above.
Janeway proved herself when faced with a near impossible scenario. Kirk is a stubborn badass. He's exceptionally talented but held back by his overly violent nature. Spock acts as a tremendous crutch for him. Sisko resembles Picard in many ways.
