Ultimately though that type of background check would exclude just the people who have been institutionalized before, right? How else would you know who is about to go off the rails because they're batshit insane?

It might cause people to not seek mental help. Similar to how California's new stance on intentional HIV infections is designed to encourage more people to get treated for HIV. (It's counter intuitive, but if you severely punish people for knowingly infecting others with HIV, high-risk candidates will not get tested because they'd rather not know that they have HIV.)

While Democrats do have the power to filibuster some things with 40 votes in the Senate, I'm inclined to think they'd happily join in on a GOP effort to pass regulations on gun sales.

The Republican party found it within them to overhaul our tax system; they have yet to find the will for even a minor legislation towards reducing gun violence of the sort seen in Las Vegas.

The same Democrats who are suddenly concerned with where the money will come from to fund the infrastructure spending they'd have otherwise borrowed to fund? Not that simple.
